Procter & Gamble Co. said Tuesday that it plans to pilot a paper bottle for its fabric softener brand Lenor in European markets next year as it works to reduce its use of virgin plastics by half by 2030.

The maker of Gillette razors and Pantene hair products said it has joined Paboco, a joint venture between Swedish paper packaging company BillerudKorsnas and bottle manufacturer Alpla working to scale paper bottles that are bio-based and recyclable.

Procter & Gamble said Lenor's first paper bottle is made from sustainably-sourced paper certified by the Forest Stewardship Council, a nonprofit that promotes responsible forestry. The bottle isn't fully plastic-free yet as it needs a plastic barrier to stop the content from soaking through the outer paper layer, the consumer-products giant said, adding that its goal is to use the learnings from the project to create a future version that integrates the barrier into the paper lining, so the bottle is fully recyclable and made from plant-based materials.

"Lenor has a great track record of incorporating recycled plastic into its packaging, already using up to 100% in its European transparent bottles," said Jerry Porter, vice president of research and development for Global Home Care at Procter & Gamble. "Now we aim to go a step further with bio-based packaging, which has a very promising future."

Procter & Gamble said its Fabric Care business unit in Europe is on track to achieve its goals of reducing plastic use by 30% by 2025 and of designing for 100% recyclability by 2022.
