North Lanarkshire Council Goes Live On eProcurement Scotl@nd Programme


Scottish Council Deploys PECOS via Scottish Executive's eProcurement Initiative


NORWOOD, MA, February 13, 2006 - Elcom International, Inc. ("Elcom" or the

announce that North Lanarkshire Council, which serves 321,000 people in the
heart of Scotland, has gone "live" as part of the eProcurement Scotl@nd
programme.

The North Lanarkshire Chief Executive Gavin Whitefield, said, "The North
Lanarkshire Council is pleased to join eProcurement Scotl@nd and begin using
PECOS Internet Procurement Manager as part of the programme. eProcurement
Scotl@nd will help automate our procurement of indirect products across various
departments and provide more efficiencies to existing processes. Using the
eProcurement Scotl@nd procurement service will allow us to offer a better
service to our constituents as well as make our government functions more
efficient for the betterment of Scotland through eCommerce."

The North Lanarkshire Council implementation is part of the contract awarded by
the Scottish Executive to Capgemini in November 2001 for the provision of an
eProcurement service capable of being used by any public sector body in Scotland
(www.eprocurementscotland.com). Under the terms of the contract, Elcom provides
the hosted eProcurement platform and Capgemini provides systems integration and
implementation services.
