Share buy backs? Funny, based on what?

I used my 1 forever stamp I had for a few years last month, bought about a doz more forever stamps just in case. Had to write to OPM and send forms to get our Fed BC/BS suspended. It got there though. I'll have a pretty big raise suspending that. Dang near $600 per month
