No, you would not have collected the dividend. Dividends have two dates, the record date and the payout date. Usually the record date is at the end of trading that day, whether or not you held shares. That's why it dropped the next day, as anyone trading the shares then were not entitled to the dividend and the record date had already been recorded with shareholders as of the previous day's close.
Effectively, as of that close... the $2 value was "paid out" on paper.
As for why the stock is still above $1.00, here is a pretty good summary: http://seekingalpha.com/article/1533582-ambase-market-reaction-to-real-estate-deal-misguided

Ambase had $56,000,000 cash to put into escrow for this JV.
With an O/S of 42.8 million, the PPS of $1.11 seems a little cheap.

How important is the info in the company's last quarterly filing to that Award?...
http://ih.advfn.com/p.php?pid=nmona&article=53773826
Professional and outside services increased to $96,000 and $205,000 in the second quarter and six months ended June 30, 2012, respectively, compared to $84,000 and $137,000 in the respective 2011 periods. The increase in the 2012 second quarter and six month periods as compared to the 2011 respective periods is principally the result of a higher level of legal and professional fees principally relating to the Supervisory Goodwill litigation appeals. The Company has no contingent fee agreements in place with its attorneys or any outside advisor in connection with the Supervisory Goodwill legal proceedings or award.

It looks as if there may be another lawsuit yet to resolve?
13. AmBase, the FDIC-R and the United States each warrant and represent that no other action or suit by AmBase, the FDIC-R, or the United States with respect to the claims advanced in this case, or with respect to the judgment, is pending or will be filed in, or submitted to, any other court, administrative agency, or legislative body, except as relating to AmBase's entitlement to recover a tax gross-up as provided in Paragraph 4. Nothing in this Agreement will preclude AmBase from pursuing its claims in the action known as AmB a s e C o rp . v. May be early yet. I should have waited to get in, but I have
done that in the past and missed out, more often that paying
a little too much at first, held through a dip, then finally get
in the green. ABCP now has so much money, or will in a
few days, they have to go looking for something to buy. As
September is traditionally a slow month for stocks, and with
pre election news about how the economy sucks coming out
every day, there are a lot of good buys they could make.
Point being, this may not be a bad hold if it can stay above
$2.00.
