                               NOTICE OF REDEMPTION

                                To the holders of

                       CABLE & WIRELESS COMMUNICATIONS PLC

                  6.375% Notes Due 2003 (CUSIP No. 12682P-AA2)
                  6.625% Notes Due 2005 (CUSIP No. 12682P-AB0)
                  6.750% Notes Due 2008 (CUSIP No. 12682P-AC8)
                  6.750% Notes Due 2008 (CUSIP No. 12682P-AD6)

NOTICE IS HEREBY GIVEN, that pursuant to the Indenture dated as of March 6,
1998, as Supplemented between Cable & Wireless Communications plc (the
"Company") and Citibank, N.A., as Trustee, the Company has elected to redeem
all of the above Notes pursuant to the terms thereof on June 12, 2000 (the
"Redemption Date").

The Redemption Price shall be the greater of (a) the principal amount of the
Notes and (b) the sum of the present values of the remaining scheduled payments
of principal and interest thereon discounted to the Redemption Date on a
semi-annual basis (assuming a 360-day year consisting of twelve 30-day months)
at the Treasury Rate (determined in accordance with the terms of the Notes plus
10.0 basis points. The actual Treasury Rate will not be determined until three
Business Days prior to the Redemption Date. Assuming, however, that the
following Treasury Rates apply, the Redemption Price would be as follows:

6.74%       6.375% Notes Due 2003  $1,000.00 per $1,000 P.A. of the Notes
           (CUSIP No. 12682P-AA2)
6.66%       6.625% Notes Due 2005  $1,000.00 per $1,000 P.A. of the Notes
           (CUSIP No. 12682P-AB0)
6.57%       6.750% Notes Due 2008  $1,004.69 per $1,000 P.A. of the Notes
           (CUSIP No. 12682P-AC8)
6.54%       6.750% Notes Due 2008  $1,007.04 per $1,000 P.A. of the Notes
           (CUSIP No 12682P-AD6)

Accrued interest on the Notes to the Redemption Date will be as follows:

6.74%      6.375% Notes Due 2003  $17.000 per $1,000 P.A. of the Notes
           (CUSIP No. 12682P-AA2)
6.66%      6.625% Notes Due 2005  $17.667 per $1,000 P.A. of the Notes
           (CUSIP No. 12682P-AB0)
6.57%      6.750% Notes Due 2008  $18.000 per $1,000 P.A. of the Notes
           (CUSIP No. 12682P-AC8)
6.54%      6.750% Notes Due 2008  $2.0630 per $1,000 P.A. of the Notes
           (CUSIP No. 12682P-AD6)

The Paying Agent is Citibank, N.A.. Holders who hold their interests in the
Notes through the book-entry facilities of The Depository Trust Company need
take no further action in respect of the redemption and will automatically
receive the Redemption Price and accrued interest on the Redemption Date.

Interest on the Notes will cease to accrue on and after the Redemption Date. The
only remaining right of any holder of the Notes will be to receive payment of
the Redemption Price and accrued interest.
