            SUTTON AND EAST SURREY WATER - OFWAT DRAFT DETERMINATION

East Surrey Holdings plc announces that its wholly owned subsidiary Sutton and
East Surrey Water plc ("SESW") has received its draft price determination in
respect of real price increases (K factors) for the five-year period 1 April
2005 to 31 March 2010.

Commenting on the draft determination East Surrey Holdings Chairman, Pat Barrett
said,

"As anticipated a number of material issues, which in the main appear to affect
the industry as a whole, still need to be resolved. We are now assessing the
draft determination and will respond to Ofwat in September."

Ofwat's final determination is expected in early December.
